Statement of the President of the Republic of Labradoria

The Republic of Labradoria extends its warmest greetings to all sovereign nations and governments of the world. Labradoria is a peaceful, unarmed, and entirely non-aggressive state. We hold no weapons, maintain no military, and have no hostile intent toward any person, government, or nation.

We believe in the right of peoples to organise themselves according to their values, and we seek only to exist peaceably alongside every nation on earth. We invite all sovereign states to engage with us in a spirit of mutual respect, friendship, and lawful cooperation. We formally recognise all member states of the United Nations, and we look forward to the day when Labradoria too may take its place in the community of nations.

Territorial Claims & International Law


Declaratory Sovereignty over Unclaimed Land

The Republic of Labradoria asserts sovereign interest over territories that are genuinely unclaimed under international law — specifically land to which no recognised sovereign state holds or asserts title. This includes Marie Byrd Land, Antarctica, the only sector of Antarctica not subject to any territorial claim by any nation.

This claim is made by formal declaration and recorded notice, consistent with established precedent for the assertion of sovereign intent over unclaimed territory (terra nullius). Under customary international law, a state is not required to maintain a physical presence on unclaimed land in order to assert a declaratory claim of sovereignty. The act of formal declaration, published and recorded, is legally sufficient to establish sovereign intent.

Voluntarily Ceded Private Land

Any individual or legal entity holding valid title to privately owned land may voluntarily cede that property to the Republic of Labradoria through a formal Instrument of Cession. The Republic accepts such cessions from landowners worldwide, subject to jurisdictional requirements:

  • Western liberal democracies (EU member states, UK, USA, Canada, Australia, New Zealand, and comparable nations): cessions accepted directly from the landowner, no additional governmental approval required.
  • Eastern European, Asian, Middle Eastern, and African nations: cessions require prior written approval from the host-nation government, or a formal legal opinion from a qualified local solicitor confirming the cession is lawful under domestic law.

All ceded land remains fully subject to the domestic laws of the host nation. Labradoian sovereignty is concurrent and ceremonial and does not supersede host-nation jurisdiction in any way.

How Foreign Nations Can Engage


The Republic of Labradoria welcomes engagement from all sovereign states. The following options are available to foreign governments.

Mutual Recognition

Foreign governments may formally recognise the Republic of Labradoria as a sovereign state. Labradoria formally recognises all UN member states and select other micronations. Mutual recognition agreements can be established by diplomatic correspondence.

Host an Embassy

Foreign nations are invited to permit or host a Labradoian embassy or diplomatic mission on their soil, should they wish to establish formal diplomatic relations. Equally, a foreign government may open a diplomatic mission within Labradoian territory.

Treaty & Cooperation Agreements

Labradoria is open to entering into treaties, bilateral agreements, and cooperation arrangements with foreign states on matters of mutual interest, including trade, cultural exchange, and digital cooperation.

Land Cession

Foreign governments may facilitate or acknowledge the cession of private land within their jurisdiction to the Republic of Labradoria. Governments wishing to formally approve or record a cession may contact the Ministry of Foreign Affairs.

Commitments to the International Community


No Military, No Weapons, No Aggression

The Republic of Labradoria formally declares and affirms that it does not possess, and shall never at any future time acquire, develop, produce, stockpile, or obtain nuclear, chemical, biological, radiological, or any other weapons of mass destruction. The Republic maintains no military forces and holds no weapons of any kind. In the event of any act of aggression against the Republic, the Government shall respond exclusively through diplomatic and legal channels.

No Interference in Host-Nation Affairs

Labradoria does not interfere in the domestic affairs of any state. Citizens of Labradoria are at all times required by the Constitution to comply with the laws and lawful orders of whatever host nation they reside in. The Republic will never authorise its citizens to physically assert Labradoian authority within another state's jurisdiction. Our enforcement mechanisms are entirely internal and non-physical.

Commitment to International Law

The Republic of Labradoria conducts all its affairs in accordance with applicable principles of international customary law. It recognises the primacy of the domestic law of host nations over its own concurrent jurisdiction in all practical matters. The Republic is committed to pursuing recognition through entirely lawful diplomatic channels.

Taxation — Position for Foreign Governments


No Labradoian Tax Currently Levied

The Republic of Labradoria does not currently impose or collect any tax from its citizens. This is because the Republic does not yet administer any recognised territory over which it exercises practical fiscal jurisdiction. No Labradoian tax is due, owed, or enforceable at the present time. Foreign governments need not take any action in respect of Labradoian taxation.

Future Taxation Framework

Should the Republic in future administer recognised territory, its taxation policy will operate as follows:

  • A flat rate of 15% will apply to all income earned by citizens within Labradoian-administered territory — applied equally to all citizens without exception.
  • Host-nation tax obligations always take absolute precedence. Labradoian tax will be calculated only on income not already fully subject to host-nation taxation. No citizen will be double-taxed.
  • Citizens in the United Kingdom will continue to meet all HMRC obligations (income tax, National Insurance, council tax, VAT, etc.) as normal. Any future Labradoian tax would apply only on top of, and not in substitution for, UK tax obligations.
  • Citizens in France will continue to meet all obligations to the Direction Générale des Finances Publiques (DGFiP), including impôt sur le revenu, taxe foncière, taxe d'habitation, and TVA. Any future Labradoian tax would be strictly supplementary.
  • Any introduction of Labradoian taxation requires a constitutional amendment and a citizens' vote with 60 days' public notice. It cannot be introduced unilaterally or without democratic consent.

United Kingdom & French Law Compliance


The Republic of Labradoria currently holds privately ceded land parcels within England (United Kingdom) and the French Republic. The following confirms the Republic's legal compliance position under the domestic law of each jurisdiction.

🇬🇧 United Kingdom — England & Wales

Property law: An Instrument of Cession to Labradoria is a symbolic declaration of Labradoian sovereign interest. It does not constitute a transfer of legal title and does not need to be registered at HM Land Registry. The original titleholder retains full legal ownership under the Law of Property Act 1925. No stamp duty land tax (SDLT) is triggered as no monetary consideration passes for the land itself.

Taxation: All UK tax obligations — including income tax, council tax, National Insurance, and any HMRC-administered tax — remain entirely unchanged and unaffected by Labradoian citizenship or cession. Citizens must continue to meet all HMRC obligations.

Planning and local authority: All planning permissions, building regulations, local authority obligations, and statutory duties remain governed by English law and are entirely unaffected by Labradoian sovereignty claims.

Data protection: Citizen data held by the Republic is processed in compliance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

🇫🇷 France — French Republic

Property law: An Instrument of Cession to Labradoria is a symbolic and ceremonial declaration. It does not constitute a transfer of propriété under the Code Civil (Article 544 et seq.) and does not require notarial act or registration with the Service de publicité foncière. No droits de mutation or taxe de publicité foncière are triggered.

Droit de la propriété : Un acte de cession à la République de Labradoria est une déclaration symbolique et cérémonielle. Il ne constitue pas un transfert de propriété au sens du Code Civil (article 544 et suivants) et ne nécessite ni acte notarié ni inscription auprès du Service de publicité foncière. Aucun droit de mutation ni taxe de publicité foncière n'est exigible.

Taxation: All French fiscal obligations — including impôt sur le revenu, taxe foncière, taxe d'habitation (where applicable), TVA, and all contributions to the DGFIP — remain entirely unchanged. Labradoian citizenship does not alter a citizen's fiscal residency status in France.

Fiscalité : Toutes les obligations fiscales françaises — notamment l'impôt sur le revenu, la taxe foncière, la taxe d'habitation (le cas échéant), la TVA et toutes cotisations à la DGFiP — restent entièrement inchangées. Planning and local authority: All obligations under the Code de l'urbanisme, planning permissions (permis de construire), and local authority requirements remain governed by French law and are entirely unaffected.

Urbanisme et collectivités locales : Toutes les obligations issues du Code de l'urbanisme, les permis de construire et les exigences des collectivités locales demeurent régis par le droit français et sont entièrement inchangés.

Data protection: Citizen data held by the Republic is processed in compliance with the General Data Protection Regulation (GDPR — Règlement (UE) 2016/679) and the Loi Informatique et Libertés.
